New exchange server - users can't get external email

I have just turned on a new server running Exchange 2007.  It's the third exchange server in my domain.  I have one Exchange 2003, and another Exchange 2007 server.  
I moved a test person to the new box, and it can send and receive internal emails normally.  The problem is that it isn't getting any email from the outside world.  

The Exchange 2003 server is essentially my front end server with all email coming into it first.  It flows to the first Exchange 2007 server just fine.  Do I need to add the new server as a remote Bridgehead on Exchange 2003?  Any other thoughts?

Make sure you receive connector has Exchange authentication enabled and Legacy Exchange Servers and Exchange Servers checked under the permissions groups

The Default connectors have Users, Servers and Legacy Servers.
The Client Connectors only have Users.
In Server Configuration > Hub Transports they have the exact same permissions, but only one works.

Setting the Client to all three worked.  Can you tell me why this second exchange server needed it, but the first one operates without it?
Verify that the settings are identical, aside from the changes you made just now. Ports, Authentication, allowed networks...
