URL attachments are rejected by MS exchange 2010

My exchange server 2010 is rejecting the URL attachments. I have pasted the message from the server. Any solution to fix this problem.


This message has been rejected because it has
    a potentially executable attachment "xxxx.url"
    This form of attachment has been used by
    recent viruses or other malware.
    If you meant to send this file then please
    package it up as a zip file and resend it.

The anti virus which installed on the exchange server configured to not pass .url attachment. The best way from security perspectives  to fix this is to package the attachment on rar/zip file.

There is no anti virus in the exchange server. It is difficult for the user to zip the url. Any workaround in the server.
Oh, please check if you have a transport rule with reject attachments contains url extensions.

Do you use a third-party filtering service such as Microsoft Frontbridge?
