Why are DCOM Config Security Properties Greyed Out?

I am getting a DCOM error 10016 (attached) in the logs, which indicates that I need to change permissions for Network Service in the security properties for iiswamreg.
However, these properties are greyed out (attached) and can not be changed or even viewed. I am using the main administrator account.

How do I make the iiswamreg security properties in DCOM config changeable?  Thanks,

This started in server 2008 when the new security model was implemented. As you are aware, the system drive and most system core components/folder are locked down and only grant Trustedinstaller full control permission instead of the Administrators group.  To change it, you have to take ownership of a key in the registry to be able to edit the Activation and Launch permissions of such components.

To enable edit access to the following

1.    Open Register Editor to 'HKEY_LOCAL_MACHINE\SOFTWARE\Classes\AppID\{61738644-F196-11D0-9953-00C04FD919C1}'
2.    Right click the {61738644-F196-11D0-9953-00C04FD919C1} key (IIS WAMREG admin Service) is the default value, choose (permissions...).
3.    Take the ownership to Administrators. Then grant the Administrators 'full control' permission.
4.    Restart the dcomcnfg mmc.

Permissions should be available to edit now,
