Windows Time Service fails to start "Access is Denied"

I have an issue with a Windows Server 2003 PDC, was doing an Exchange 2003 - 2010 migration and removed the final exchange 2003 server. After the reboot the server did not properly start because MSVCP60.dll was missing.  I got that situation resolved however noticed that the Windows Time Service does not start.

Attempting to start the service produces a popup Error 5: Access is denied.  I have unregistered and reregistered the service, reapplied Service packs and later patches and researched the issue however still cannot start the service.  I have also verified the dll version and reviewed settings from other servers, tried changing the startup account however it would not start because it was the wrong account. Currently set to start with Local Service which is the correct account.

All other services on the server have started correctly.

Not much information on this issue and thought would lodge here prior to contacting Microsoft PSS.

Any errors in the Event Logs under System or Applications?

Only error is

EventID 7023 - Service Control Manager.

The Windows Time service terminated with the following error:
Access is denied.

No other errors.

Thanks, I have tried those steps already, the document even though it refers to event ID 7023, the service actually fails to start it does not terminate.

I have reviewed numerous documents and as yet nothing has resolved the issue. I have been researching the issue for a few weeks now, and am highly experienced. First time i have ever encountered this issue with the Windows Time Service and I manage over 500 servers.

I am wondering if there is some obscure relationship with the msvcp60.dll issue or removing Exchange 2003 from the server. As this is when the problem occurred.
I'm getting the same issue here. The time on my PDC (Win2008R2) would not sync with time.wiondows.com, one suggestion was to rename some W32TM service registry keys and restart the W32TM service to let them rebuild. I did this, and now Time won't start. Registry restore did not help.  Like 20x20 I've looked every where. May have to contact PSS.

w32tm /unregister
w32tm /register

Fixed the issue for me. the w32tm /unregister gave me an Access Denied error, but the service did unregister.

Answers did not read the problem description and follow up answers.  Rectified myself by checking file permissions in system32 directory.
