Starting Excel Won't Hold Focus

I've got  a user who launches Excel, either from a valid excel file or from the exe, and the window doesn't hold focus.  Sometimes he can hit the left or right arrow keys, and a password box will come up for past files he's worked with, but sometimes he just has to click on the title bar to get focus on excel.  He's a keyboard users and gets frustrated that focus wont stay on app when lauched.

Any ideas?

what is this US Chart magic addin ? Maybe I just can't read very well, ..
anyway, the first two files that you see are ok, they're builtin add-ins for Excel. The VBA Project is the current active workbook, the other on, US Chart.... this is a custom add-in. Try disabling it and see if the error continues.

Tools / Add-ins...
Then make sure you disable that add-in. After that, if problem persists, try disabling all the add-ins, then re-enable one by one to see when problems start happening again.

it's a enhanced chart tool, I'll disable and advise.
