I want to propagate a user to all sub-sites within a site.  Is there a way to do this without going to each site manually?

Let's say that I have a site called, sharepoint.abc.com.  There is a sub site(s) called sharepoint.abc.com/accounting/finance/reports/documents.  Is there a way to provide access permissions to all the sites without going to the permissions site settings on each sub sites?

Inherit permissions from the parent site

Yes, but that's a "pull" method to bring the permissions to the site.  Is there a way to "push" the permissions down to all the subsites?

By default sites inherit permissions.  If you have changed this then you will need to change it back.
