ASP.net client-side framework failed to load

We are running SharePoint 2010 in a Citrix environment, and getting the error “ASP.net client-side framework failed to load”.
This indicates that as the Microsoft AJAX framework is not loading and as a consequence the functionality available to the users is severely restricted.
Everything works fine when viewing the SharePoint sites from a desktop PC (both as administrator and not as administrator), indication that the SharePoint server security settings are configured correctly.
Everything also works fine from within a Citrix environment when logged in as an administrator, indication that the Citrix environment is configured correctly.
However a normal user within the Citrix environment gets the above error message.
There are many solutions offered via a Google search which we have tried without success:
•      System dates between server and client not in sync;
•      Repair .net framework 3.5 SP1, 4.0 etc.;
•      The various configuration options which are specific to ASP.net are not relevant when using SharePoint.

Looking forward to some fresh ideas as we have run out.

That is a tricky one. One thing that I can think of is that the settings of the browser are different for citrix than running it locally? And that admins get different settings in their browser on citrix as well?
