Modal popup opacity doesn't work with firefo or safari

I have a ajax modal popup that works fine with internet explorer. However with firefox and safari the opacity is to light. How do you get the opacity to work with Firefox and safari

What are the css values that should be in the stylesheet?

You are using CSS like this right?

{
    background-color:
    filter:alpha(opacity=70);
    opacity:0.7;
}
