Web cams typically have built-in software and you browse to the web cam with a web browser. At that point the web cam will install some sort of browser plug-in or use an existing plug-in allowing you to watch the feed. You have to browse to the camera itself. Also, there's typically an admin console that will have configuration settings and sometimes software to download.
