Laptop turns off and on constantly

I have a HP Pavilion 6700 (6707US to be exact) laptop that I'm attempting to fix, but have run into a problem I've never faced before. When you turn on the power the unit goes on for about 2 to 3 seconds and then shuts off for 2 to 3 seconds and then turns on for 2 to 3 seconds and this will keep up until I pull the battery out to make it stop.  It does this regardless of using the AC power or the battery.  To prevent anything from happening to the data on the HDD I pulled it and backed it up completely.  I then put it back to further diagnose this problem but I cannot get past this stage.  I fear this laptop may be "toast".  Am I right? Is it worth bringing it into a shop to fix? Or just get a new laptop?

Getting it repaired could be cheap depending on the shop prices...it could be a major problem like a bad mother board but it could just be the power button on the machine. I see these on eBay for 99.00 in working condition so it may be a better idea to get a new one if you can swing it.
