You need a component like Joom!Fish to manage your translations and provide a language selector module that you can place in a suitable template position.

In addition Joom!Fish supports decentralised management of translations in a dynamic site. It allows new or changed content to be added in English for instance and for another (translator) user to come along later and translate this new/changed content into another language. Backend reports show the status of incomplete translations. In the meantime you can set the site to show or not show the original item in the second language site if there is no published translation available.

JoomFish has its own languages configuration pages when you need to check each language as active.

The all you need to do is configure and enable the mod_jflanguageselection Language Selection module into the right template position for your site. For this module the key choices are the choice of whether you want a language list or dropdown (and with or without language flags or text), and you can also choose to only show this language selector on certain pages.
