Cann't move mailboxes from old exchange 2003 to new Exchange 2003 server

Old exchange 2003 seerver is also DC, installed new Exchange 2003 SP2 and trying to move mailboxes to new hardware but wizard is failing and application log is showing event id: 1008, 9167, 9175

How did you installed the New Exchange 2003?
To upgrade to new hardware you will have to follow below procedure.
1)Install the same windows os, service packs and patches on the new hardware server.
2) Dismount Exchange stores and stop exchange services on the old server.
3) Install the Exchange on the new server using setup / Diasterrecovery switch and finish the installation.
4) Move the databases to the new server.

No, I used the other way, I installed the new server with Same OS and patches and I join new exchange server to the existing orgnization under same administrative group and applied sam exchange 2003 SP but still getting the same error.

Please close the case, I have added more hard drives and solved the space issue on same server. Thanks
