Editing Remote Web Workplace for SBS 2003

I want to add a link to another webpage on the Remote Web Workplace homepage. I am trying to use Visual Studio Express but when it loads the files it doesnt show what the website shows in internet explorer. If I open the webpage I want to add to RWW, its fine. The RWW is in .aspx and the new linked page is in html.

What program do I need to use to add this link?

I tried FrontPage, its only HTML. It opened a blank page for aspx files

My apologies...the above link is for SBS 2008....

Editing the links in SBS 2003 is not possible...
