Exchange 2007 spam rule

how can i enable a certain domain/sender to stop having emails delivered to users junk folders centrally  using exchange 2007?

This is a feature of the Edge Transport role. Are you using that in your environment?

no, only have a spam filter.  i do notice that some email gets delivered into junk mail in outlook

You can make administrative changes to a clients Outlook junk email settings with a GPO. For Outlook 2007 have a look at this technet article. It describes how to download and install the Office 2007 GPO administrative templates for use with junk mail settings.
