wsus 3 not downloading updates

I installed WSUS 3 latest version on W2K3 server, configured GPO and have 24 registered machines.  Created a test group called "Desktops"  added 4 machines to it and approved all updates for the group.   The four machines show that they need 10 updates and these updates show as approved for the machines.  

The problem.  No matter how many time I synchronize  all approved updates show the following statement:

"The files for this update have not yet been downloaded. The update can be approved but will not be available until the download is complete."

I have at least 9GB updates sitting in my wsuscontent folder.

Does anyone have a solution for this?

Thanks Lawrence I had seen this post.  

1.  Network service has all the right permissions to the share.
2. there is no proxy server to access the internet.
3.  We have a cisco pix 515  version 7 as far as I can see this should not be causing problem.

One thing I forgot to mention is the w2k3 server is running virtualized using ProxMox VE / KVM

wsusutil reset

I tried  wsusutil reset  but nothing seemed to happen.

I did not try the foreground bits solution since I have no application errors  or update errors.  

I  looked at WSUS again this morning and all of a sudden all the updates seemed to have downloaded and now I have 36 GB in my wsuscontentfolder    even though the last 4 synchronizations show 0 updates!

I had 2750 updates synchronized on 2/11 and another 85 on 2/12   so this is very strange.  The updates must have been downloaded in the background even though the synchronization wizard showed all updates as completed??  That makes sense since it would take quite some time to download 36 GB.

Still why does the wizard not say:   "synchronization complete,  updates still downloading in the back ground this may take several hours to complete,  be patient"    sheeez!!!

In your WSUS console you can find out the download status right under the synchronization status

Basically synchronization does not mean updating the files.  After a synchronization the updates of files  happen in the background over time.  It may take days to fully update all files.
