VPN set up using Linsys RV042 with static IPs not working

Greetings all!  I am working on setting up a VPN with a pair of Cisco RV-042 routers.  I have set up the IP addresses as I understand what they should be per the instructions.  However I am not getting a VPN tunnel.  What I've done is entered the IP information in the VPN, GATEWAY to GATEWAY section.  It all looks good.  However I am not getting through.  
I am unable to ping either remote location from either location. (Firewall?)  Both locations are up and running on the internet, just not able to talk to each other.  I am sure this is just a config issue. Any help would be appreciated.
