how to convert .bin file to a .tmx file

does anybody know of a good utility or code sample (java, c#) that can convert .bin files to .tmx files (for a game map editor)?  i am using tile-qt map editor, which can convert tmx to bin, just not the other way around.

TMX files are XML files, and they are like an uncompiled program, syntatically readable. Once a program like tile-qt 'compiles' them into a binary file, you cannot reverse the process, in the same way that you cannot get the source code back from a compiled java .class file.
