Sharepoint Import-SPWeb Access Denied

Morning all -
I'm trying to import a site into my SP 2010 farm.  I have rights as a farm admin, i'm an application admin as well as full control on the site collection.  When I run Powershell and then use the import command, I get an access denied error (see attached log).  I have to run Powershell as an admin otherwise, I don't have access to the farm (which I don't understand).

Please help.

You have to have certain rights within the farm to run powershell commands.  Please see below:
