MS Access form question

A long time ago, I set the forms in my db to some setting that prevents the context menu from popping up when a right click is performed on the title bar of the form, thereby preventing a user from entering Design Mode, etc.

Everything else is locked down as well to keep them out of Design mode and all the rest.

Now I need to allow that context menu and for the life of me, I can't remember how to allow it back.

Any help will be appreciated, I'm just brain dead here.

You may need to hold down the Shift key while opening your db ... to bypass any startup code or macros ... to get to the db window.
