Install 'new' or do you already have Oracle installed?

If you already have Oracle installed, rerun the installer and select the ODBC components.

If this is a 'new' install: run the installer and select the ODBC components.

This ODBC driver is used to communicate between oracle and informix. How it can be communicated between them.

No.  If you already have Oracle installed on the machine requiring ODBC, run the installer for that version and just add ODBC to the same ORACLE_HOME.

If you DO NOT have Oracle installed on the machine, run the installer for whatever versions you want and select ODBC as part of the install.

This question is how to install Oracle ODBC drivers.  How to get Informix and Oracle talking is a different question and should be asked as a new question.
