trixbox "all circuits are busy" to Canada from US

For some reason we not able to call Canada for some reason, we have been able to in the past. We just get "all circuits are busy", I have tried 3 different numbers. I am able to dial domestic long distance and toll free fine. We are using VoIP.

You will get this message if the number doesn't match your dial patterns in the outbound route.

(admin mode/pbx settings/outbound routes)

01xxxxxxxx
01xxxxxxxxx

above are two examples of dial patterns

0112345678

01123456789

would work but

011234567899 wouldn't work.

On our system in the uk there are a lot if different tel number lengths so it took us a while to make sure
we had matched them all.  Every so often i discover one we haven't matched.

I am able to call other long distance though that have the same format 1-555-555-5555

The issue ended up being at our VoIP provider.
