Exchange 2010 - capturing outbound emails

With most SMTP programs, I can set up at the server a rule that if I wanted to capture an individual accounts outbound emails, (ie.  any emails that they 'send'), I can capture those, and send them to an offline email address that only an administrator has access to.

Is there a way to do that under Exchange 2010?

Thanks.  I would have to use standard journaling then, because I do not have an Enterprise Exchange.  Although journaling might be a little overkill for what I wanted to do.
