Exchange 2003 OMA Error Message Forbidden Source

Trying to get OMA to work on an Exhcange 2003 SBS server.  Outlook web access works just fine, but get the usual certificate error at login.

testing OMA, typed in at browser:

http://fqdn/oma 

and get this after giving user name and password:

A System error has occurred while processing your request. Please try again. If the problem persists, contact your administrator.


Uh, i am the administrator!

Review event logs displays this:

An unknown error occurred while processing the current request:
Message: The remote server returned an error: (403) Forbidden.

Thanks e for the article.
After review the method 2 procedure (lots of steps) i am electing to setup the customer with a simple POP3 and see how that goes.
