VPN with SQL Cluster data & CIFS Data with encryption using Windows 7 and Windows 2088

Is there a way to VPN SQL data and CIFS data when the clients are at one MAN location using Windows 7 and the CIFS is on a Windows 2008 server and SQL cluster at another MAN location using a single encryption protocol?  I know that some may ask why encrypt or encpasulate when the data is on a VPN.  The answer is that the data is highly sensitive Personally Identifiable Information.  Any assistance would be greatly appreciated.

Consider enforcing an IPSEC policy between the SQL server and the client?
