is any of the below commands able to start a service in another box, with extra options?

sc: Yes. e.g.

sc computer_name start service_name

net start: No

Get-Service | Start-Service: No.

Although for this one you can use:

(Get-Service "SomeService").Start()
(Get-Service "SomeService").Stop()
