How do you turn on versioning on a site collection in sharepoint 2010?

I have a site collection on sharepoint 2010, that someone changed the layout but versioning is not turned on.  So I cannot see who modified the layout of the site collection.  Does anyone know how to turn it on in central administration?

I don't have time to double check it right now, but if you want versioning on pages you will need to enable the publishing features on the site collection.

Yes they are.  I can see the version button under the Page tab, but it is greyed out.

When you go to the pages Library, and advanced settings, versioning (if I recall correctly, currently no access to a sp2010) do you see that versioning is enabled?

Versioning is on the pages library, but doesnt seem to affect the web application.  I don't see advanced settings under the site settings for the top site.
