how do i set a policy on exchange 2003 for all Outlook users to be forced to have read receipts

I am trying to set a policy to force all network users to have read receipts "on" for every email that they send in outlook 2003.

You would have to do that through group policy, which you can see the following site for an explanation on how to do that:

Also on a side note you will also need to make sure you have allow delivery reports checked in the Internet Message Formats policy in exchange  System Manager.
