User edit Exchange distribution

Is there a way to grant a user access to a distribution list in exchange 2007? Our HR director would like to to add/delete users from a particular distribution list I created in exchange.

Go to the properties of the DL and under "Managed by" you can select the name of the person who should be managing this.

Go to properties, you should have the managed by option there.

Go to Group Information, Check the box for Managed by and browse for the person who you want to be the owner of the distribution list.
