Forwarded mail being sent to Junk Folder

I’ve noticed that after moving users mailboxes from Exchange 2003 to Exchange 2010, mail that is being forwarded to those users accounts, from other accounts, keeps getting sent to outlooks junk folder. When adding the mail to the “Never block senders” group, nothing happens, it still sends the forwarded mail to the junk folder. Currently, this is happening w/ outlook 2010 clients, on exch 2010.

Can you confirm if the sender is using exchange 2010 or 2003?
i.e. sending an email from an exchange 2003 user to an exchange 2010 recipient?
or is it just any recipient on exchange 2010 (whether sender is on 2003 or 2010) that emails are going to junk folder for?

It is possible that there is an exchange server trust issue between them.

the mail is coming from outside sources and internal ex2003 sources to an exchange 2003 mailbox which is then forwarded to an ex2010 user w/ outlook 2010..

Im running ex2003 and 2010 in co-existance. Havent had any other problems thus far - 3 months into ex2010.
