I am trying to convert a circular image into a rectangle. Is there an algorithm that would help me achieve it?

Have a look at ImageMagick (http://www.imagemagick.org/) set of conversion tools (available also in sources plus the wrappers for various programming languages).  Maybe the following page contains the answer to your question: http://www.imagemagick.org/Usage/distorts/  (the circular distortion http://www.imagemagick.org/Usage/distorts/#circular_distorts or the barrel distortion http://www.imagemagick.org/).
