ACER 2216WBD Monitor does not sleep at login screen

I have 3 of these.  One does not go to sleep when the computer is at the login screen - but does when its logged on into someone's account at 15 mins.  Any ideas?

Be sure the logon screen screensaver is enabled.

HKEY_USERS\.DEFAULT\Control Panel\Desktop
In the Details pane, double-click the ScreenSaveActive string value item.
In the Value data box, replace the number 0 with the number 1, and then click OK.

Ok - I checked and ScreenSaveActive was already 1.  The screensaver.exe is set to logon.scr.  The timeout value was 600.  I changed the values to something else and back to the proper setting. I then changed the timeout value to 60.  While typing this message, I see that the Windows screensaver is now functioning on this machine.

However, I never noticed this type of screensaver before on this machine.  In fact, my other machine's monitors go to sleep BEFORE any screensaver activity.

So the question remains, why doesn't the monitor go to sleep?  Sure, this is a fix, but it is not a power conserving one, so please advise if there's a better solution (montior sleeping) or options to try.

Here are the registry keys for the power options that are in effect when no one is logged in.

HKEY_USERS\.DEFAULT\ControlPanel\PowerCfg

To set them up, first export the following reg key from the user's profile, once the power options are properly set for that user.

HKEY_CURRENT_USER\Control Panel\PowerCfg

Open this .reg file, and change all instances of  "HKEY_CURRENT_USER" to "HKEY_USERS\.DEFAULT", and import the .registry file.... Thats where the SYSTEM account gets it's settings from.... Also, that is not the Default User profile, so nothing else will be affected.....

Backup the "HKEY_USERS\.DEFAULT\Control Panel\PowerCfg" for safety please before changing.....

Will check that out.  I did observe when I got up this morning that the monitor was asleep - so its working, just don't know how many hours it has to wait and where to change that.  Will try.

Before I did the screensaver, it was set to 5 hours! lol
