using the runas command

I want to use the runas command instead of giving users full admin rights. When I right click on an icon in control panel or press shift and right click I don't get the option to runas administrator. its windows 7 and xp platforms

What is the extension of the shortcut you mentioned ? May be is not advertised to Explorer.

I'm trying to run power options as admin. when I right click I don't get a runas command, the links offer large amounts of data. My question is specific.

Yes, now the question becam specific. Power Options can not be "run as.."
