Please help with Script or Shell command to create folder and Outlook rules in Mutiple Exchange 2007 mailboxes

Expectations:
- A Folder “SRD PDF” will be created in 200 user’s Inbox
- Exchange Server Side rules to be created in 200 user's mailbox, if Subject line has “SRD PDF” move it to SRD PDF folder

I think you could start using Exchange Managed Folders http://www.msexchange.org/articles_tutorials/exchange-server-2007/compliance-policies-archiving/exchange-2007-messaging-records-management-part2.html for creating the folder.

Don't know if you can manage outlook rules for a set of mailbox. I was unable to find a clear information.
But you can export the rule on your Outlook client and import it on others clients.
