SBS2003 DHCP Not issuing addresses

I've got a site with an SBS2003 server.  It is a small network with only four clients.  For the time being I've set static IP Addresses and DNS settings.  The problem is that the DHCP server is not issuing addresses.  There is no other DHCP server running and I've checked that the server scope is correct, the server is authorized and after restarting the server I can see in the event logs that the DHCP server has started.  The DHCP service is started and running.

This is the entry from the event log:
The DHCP/BINL service on the local machine has determined that it is authorized to start.  It is servicing clients now.

None of the clients will receive an address from this server.  Any thoughts?

Works after shutting off Windows Firewall on the server.
