Can we track/log text messages on company Blackberry with BlackBerry Professional Software?

We have BlackBerry Manager 4.1.4.17 installed on a SBS2003 server.  I know enough to add and delete users, but have never delved into creating or editing IT Policies.  Since we don't have the full blown BES, can we turn on logging so we can see all text messages.  I found the log files, but the SMSlog_date.CSV is empty.  We have a user that sent over 2,000 text messages to one phone number in one month.  Our carrier says they can't provide us with any details.  Thanks for your help.
