I want to make calls thru Skype to my relative in Singapore who is also connected to the internet.  I think that there is a way, say if u are in MD in the US, u could login into Skype, and then call that overseas number, say if it is in Singapore, by calling a MD local area code number and it gets connected to that Singapore number.  Has any one a step by step instruction on how to set up this so that I can send her how to set it up if she wants to call me.  Please note that not all people overseas are that computer savy. Thank u.

You have a number of options, the cheapest is skype to skype (computers both have skype installed).

Then you have skype-out which costs but gives you very good local call rates from and to foreign countries.  You basically charge up your skype out credit and then open skype on your computer and dial Singapore at local Singapore call rates.  This would work the other way too; skype installed on a computer in Singapore calling a local US number (probably much better call rates in this direction, but still skype out credit).

Then you have skype-in - which costs the receiver of the call using the same credit as fir skype out.  You get a local number assigned in the foreign country (as long as it's a supported country that skype has a point of presence) - and then the person in Singapore calls your local skype in number in Singapore and this gets routed to skype.

You can also utilise skype out to call your registered mobile phone if you are not logged into your computer.

One more option is to set up a local number in your area which you can call and then be routed to foreign numbers using skype credit but at local call rates in the receiving country.  So for instance I have one in London which I can call and which I have speed dials set up - I call London from my cell phone, get a menu of numbers to call; select my sister in spain and this routes to my sister through a skype point of presence in Spain; costing me one mobile call at local rate on the cell phone and also one local call in spain debited from my skype out credit.
