Skype

I want to make calls thru Skype to my relative in Singapore who is also connected to the internet. I think that there is a way, say if u are in MD in the US, u could login into Skype, and then call that overseas number, say if it is in Singapore, by calling a MD local area code number and it gets connected to that Singapore number. Has any one a step by step instruction on how to set up this so that I can send her how to set it up if she wants to call me. Please note that not all people overseas are that computer savy. Thank u.
