User not getting Global Address List or Contacts

Have a user who has Office 2007 installed.  When they start up a new email and click on the To, CC, or BCC buttons, the Global Addresses and his Contact Lists are blank.  If I do a search of the name in the search field, it will come up.  I have tried downloading the GAB manually but that hasn't worked.  Right now, I have them using Safe mode and it's bringing up all the lists.  I have done research on this, but none of the solutions have seemed to help.  Have also tried disabling all the add-ons.  He is the only user experiencing this problem.
Any more ideas?

Have you tried re-build his outlook profile?

Yes, have tried that as well.
First check if the sys att service on the exchange server is started. Second you can check if you can download the global adres list. Go to send receive and choose download adres list. If an error accured, it can be an iis problem.

Have tried downloading and nothing showed up.  This is the only user experiencing this problem so I don't think it would be an exchange problem.

Reinstall outlook. seems to corrupt issue in dll files
uninstalled/reinstalled outlook and still having problem.
Change the machine and see if user getting same results. If not, format this machine.
