HP Reseller Confusion - Need Advice and Assistance

Two years ago, I applied to become an HP parter and reseller. To my excitement, my application was accepted.
Upon trying to navigate the HP Partner Portal site, I found that 1) the web design of that site is AWFUL so it's difficult to find exactly what I was looking for 2) half of the things that I click on return errors in my browser no matter how many different computers I try and use and 3) they sure don't try to point us in the right direction to try and figure out how to get started.
My questions are:
- How do I start selling HP computers/servers/printers/ect.?? Step-by-step would be appreciated.
- What is with this HP Legal Regulatory Compliance email I keep getting? When I applied and was accepted as a partner, I was never notified that I would have to do this and was told by their application that we wouldn't have to pay anything to complete my company's contract. Now I get emails asking me to pay $120 for something that my research on google tells me is useless. I'm a start-up company, so that amount is quite a lot for something that I will get nothing out of.
- What are the consequences of not completing the Legal Compliance thing? They claim termination, but when I got the threatening/bullying emails last year, and didn't complete it, I never lost my partner status.
What are your thoughts on this guys?
