Error returned while creating the volume shadow copy:0xffffffff

SQL 2008
NT BACKUP

running NT backup fails with above error, trying to simply test with backing up a text file from C: to E:
"vssadmin list writers' gives no output

tried registering vss dlls and restart server as MS article.

thanks for any ideas
