Can PHP server call/Post to mobile Client (andriod ideally)

Just wanted to know is it possible to setup a situation where the server(PHP ideally) can call the mobile client(android ideally), and if so can you point me in the right direction as how i could set this up as I Know mobiles dont have IP addersses so how do you make the connection  ?
