tftp server is usually used as a server for the retrieval of boot images/configurations by
 a) certain routers
 b) Thin Clients using DHCP & BOOTP
 c) .. Sure there's lots of other things

A thin client would usually be a 'PC' that has no or a very small internal storage that boots by downloading a boot image from the network into memory, the boot image would contain enough of the working part of the operating system to connect to a shared network drive for the rest of the operating system to load and more often than not connect to a server as a 'remote desktop'.
