I cannot seem to free up any client license for my TServer.  I have 25 users license and all 25 show up in Microsoft 2008 server temporary folder and I cannot remove or clear them.

I believe they are left over from a previous TS server that no longer exists because they temp clients are machine names and not user names.  

I can only login to this server from the console... at this point

are your Terminal Server CALs per user or per device?

start>run>regedit>hkey_local_machine\software\microsoft\mslicensing......once here delete the mslicensing folder.

try to connect after deleting said folder...

I have no device cals, only user cals...
