Error when trying to create a SharePoint 2010 Records Center Site

Greetings!

I get the following error when trying to create a Records Management site in SharePoint Server 2010.  

Dependency feature 'RecordResources' (id: 5bccb9a4-b903-4fd1-8620-b795fa33c9ba) for feature 'Hold' (id: 9e56487c-795a-4077-9425-54a1ecb84282) is not activated at this scope.

I have SharePoint Server Standard/Enterprise Features enabled at the Site Collection level (this site would be 1 level down, so https://my.spserver.com/bigSiteCollection/RecordsCenter).  I went looking through other features, and the only one that I could see that might be somewhat relevant would be "E-mail Integration with Content Organizer", which as far as I know, is not for creating a Records Center site, but rather just extending the abilities of it.

Has anyone seen this error before?  I checked the web application's features, and all of them are turned on (there are 4 or 5), so I'm not quite sure what to check next.  Any help would be appreciated!

The feature you are looking for is:
Name: Record Resources
Description: Provision resources required for creating records or holds in sites within this site collection
Folder name: RecordResources
Feature Id: 5BCCB9A4-B903-4fd1-8620-B795FA33C9BA

My apologies, but I do not see a feature called "Record Resources" when I go to Manage Site Features on the site collection (/_layouts/ManageFeatures.aspx).  

In the listing for features starting with "R", I have "Report Server File Sync", "Requisitions List", "Reservations List", "Resource Types List", "Resources List", and "Responsibility Adoption".

Must something else be activated prior to this "Record Resources" feature showing up?  I'm assuming it's an out-of-the-box feature, as the Records Center site template comes out-of-the-box with SharePoint.

Please inform me if you find that I'm missing something...
