Delivery report 2003 sbs exchange

If a user selects a delivery report, when does exchange generate this. Does it generate the report to confirm the mail has been delivered to the local exchange and is in the queue or when the mail gets sent successfully to the recipients server.

A Delivery Report is generated to confirm that the Mail has been routed out of the Exchange Server.

 - If the Server is configured to route emails directly through DNS, the report is generated when the message is delivered to the recipient's Server.

 - If the Server is configured to route emails through SMARTHOST, the report gets generated when the message is delivered to the SMARTHOST Server.
