control frame rate on swf resize/scale

i am working on creating a flash website and i want it to scale/resize without the frame rate speeding up/ slowing down.  is there some actionscript or a publish setting or proper way to structure the timeline to keep this from happening?

The framerate is falling down temporarily as you might be doing a lot of resizing or scaling of the components within.
There is no way you can control this. This will also depend on the memory allocation for the flash player running and may varry from machine to machine.

All you can do is to check your code performance, so that the frame rate does not drop drastically on such resizing.
