There are two products you're potentially talking about.  IBM Websphere Application Server is an application server similar to the Tomcat application that ships with Cognos.  There is a plug in for Websphere Application Server that allows it to serve webpages similar to Apache.  There is also an additional package that usually ships with Websphere Application Server called IBM HTTP Server (IHS).  IHS is based on Apache, but has a GUI administration portal and different modules.

The other produce is Websphere Portal Server.  This is a standalone portal server into which you can "import" Cognos portlets to allow you to deploy things like Cognos Navigator and Cognos Viewer, so that you can view reports within Websphere pages.
