Image viewable in firefox & safari but not explorer using cgi code

For the page below. The image of the color key is not viewable in Explorer. I am using this code

That's because 'key.jpg' is really a BMP and IE doesn't like that you're trying to fool it.  Convert it to a JPG and it will work fine.

Well, it doesn't work as a .bmp file either.
