Ok try this, create a new mail, go to "Format" then "apply stationery"
select "more stationery" on the right you have a button "create new" follow the wizard

 wizard
go to the browse button and select your jpg file.

did you try to choose one of the default stationery ? Have you the same issue ?
If so the issue isn't your mail. What type of client your remote user use outlook 2007 ?
