asp.net membership error

Any ideas why I got the following message in the development box? This message does not show when I browse website inside of the development box.
http://localhost:49445/xxx/default.aspx is working. But when I use IP(http://181.102.114.211/Legend/default.aspx)., it does not work.
 
The website is pointing to ASP Framework 4.
