Infected by a program called "System Tool"

My computer has been completely taken over by a program calling itself "System Tool".  It tells me that my computer is infected and offers to remove all vira and spyware found, if I just use my credutcard to purchase a copy of the software.  I cannot start any other program, as a warning continously interrupts all attempts with warious text about .exe programs being infected.

This variant of malware is one of the few that require a "Safe Mode" boot (with networking) to clean with Malwarebytes.
